This bill repeals the NH Vaccine Association and gets the state out of the vaccine business. It has already passed the House once, but it is a two-committee bill and will now be considered on its financial merits.
Some talking points:

  • NH is one of only six states with such a program
  • In every other state, doctors have no issue purchasing their own vaccines that will later be fully reimbursed by insurance companies
  • All vaccines are covered for all children without copays. Doctors are fully reimbursed by insurance for vaccines.
  • NH Vaccine Association only purchases vaccines for insured children. Uninsured children will continue to receive vaccines through a federal program
  • There are private bulk purchasing programs that reduce costs for doctors
  • There is no evidence that the state’s purchasing program has been saving insurance company’s money
  • The state should allow the free market to handle this. They should not be putting the thumb of government to tip the scales.
  • Doctors simply don’t want to foot the costs for vaccines even though they will be fully reimbursed later. And yet doctors in almost every state in the country purchase their own vaccines.
  • While the state would lose revenue, it would be more than offset by eliminating the a large and unnecessary bureaucracy.
