Legislative Update For Week of February 23rd, 2026

Vaccine Mandate Repeal Dies

HB1811 — the bill to repeal vaccine mandates for school and daycare attendance — was defeated in the House on Thursday by a vote of 155–192.

While this outcome is disappointing, we have always understood that this would be a multi-year effort. Real cultural and legislative change takes persistence. We are committed to reintroducing this bill every year as we continue to move the Overton Window and expand what’s politically possible.

And make no mistake — that window has already shifted dramatically.

Not long ago, it would have been difficult to find even a single legislator willing to sponsor a bill to end mandates. This year, 155 Representatives voted to end ALL mandates. That is a major milestone and a clear sign that the conversation — and the momentum — are moving in the right direction.

Tuesday, February 24th, N.H. House
Children and Family Law
Room 230, Granite Place
⭐ 11:00 a.m. – SUPPORT – HB 1378
We have seen this bill several times before. It requires that all parents have full access not only to their child’s medical records, but to their electronic portals and records until the age of 18. The bill passed both chambers last year, but was “Christmas tree’d” by the Senate- meaning they amended the bill to include many unrelated bills as political leverage against the House. The bill ended up falling victim to political games and died. Hopefully, we have better luck this year.

Wednesday, February 25th, N.H. House
Health and Human Services
Room 158, Granite Place
⭐ 9:30 a.m. – SUPPORT – HB 1117-FN
This bill is a free speech in medicine bill. During the Covid panic, we saw some brave doctors speak out against pandemic measures or for different forms of Covid treatment and their licenses were threatened. This bill enshrines a medical professional’s right to free speech in medicine.

Wednesday, February 25th, N.H. House
Health and Human Services
Room 158, Granite Place
⭐ 10:30 a.m. – SUPPORT – HB 1449
In years past, unfortunately several children were vaccinated in school vaccine clinics without parental consent. While this violates current law, this bill would require that school vaccine clinics occur outside of school hours and that a parent must be present. This would eliminate any future “accidents”.

Friday, February 27th, N.H. House
Judiciary
Room 230, Granite Place
⭐ 9:00 a.m. – SUPPORT – HB 1611-FN
RebuildNH board members discovered a very potentially tyrannical law on the books back in 2020 and wrote this bill to poison pill it. RSA 4:46 is an emergency power law and has never been utilized but could surely be abused by a future governor and future emergency. It grants the governor the ability to take any private property via eminent domain. The bill makes it very expensive to seize private property and less likely for the power to be utilized.

I appreciate everyone who spends the time each week to register their disposition and write testimony. I recommend copying and pasting the testimony, which can be as simple as a single sentence in support or opposition, into both the online submission form and in an email.

Testimony submitted in the submission form is entered in the permanent record, but in my opinion, emails make more of a difference from an activism perspective.
