RebuildNH-supported bills from this year’s session are now landing on Governor Ayotte’s desk, and the results so far are a mix of celebration and frustration. Here’s where things stand.
✅ Victory: HB1268 Signed Into Law
The Home Education Freedom Act was signed by Governor Ayotte last week, and it’s a massive win for education freedom in New Hampshire.
This makes New Hampshire the best state in the country for homeschooling. Thousands of NH families who have fought for this for years just secured a lasting victory for parental rights and educational freedom.

💔 Loss: HB396 Vetoed
Unfortunately, Governor Ayotte vetoed HB396, the Food Freedom Act, which would have allowed in-state sales of certain custom-processed meats and given NH farmers relief from long USDA processing wait times.
The Governor was simply unwilling to buck the federal government on this one, even though it would have meant more local, accessible food for New Hampshire families and small farmers.
Here’s the good news: HB396 passed both chambers with veto-proof super majorities. We expect to override this veto in the fall, and when we do, it will be a testament to just how strongly the legislature and NH families believe in food freedom.
Wins like HB1268 don’t happen by accident, and losses like HB396 aren’t the end of the story. Stay tuned — we’ll be back in touch with action steps as the veto override effort ramps up this fall.
