It has just come to our attention that HB1677 has an amendment. The bill requires that Education Freedom Accounts (EFA) be made available to all students in any school district with less than 50% proficiency in all subjects. The amendment says that all students are eligible for an EFA if the district is below 25% in any subject.
A couple of weeks ago, HB1665 passed the House, which raised the income cap on the program. We believe that if HB1677 passes with the amendment, it will be used as an excuse to kill HB1665 in the Senate because HB1677 will apply to fewer children.
