We’re back—and the 2026 New Hampshire legislative session kicks off this week. The House will convene for back-to-back sessions on Wednesday, January 7, and Thursday, January 8, to take final votes on retained bills.
In the first year of the biennium, House committees may choose to “retain” a bill, keeping it in committee for further work during the summer and fall before it returns for a full House vote the following year. This week, those decisions come to a head.
Five critical bills will be decided on the House floor, including a top RebuildNH priority: stopping dangerous, school-based health clinics from gaining a foothold in New Hampshire.

Education Funding
⭐ SUPPORT – HB656
One of the root causes of issues in public schools is federal grants that have strings of control attached. While this bill doesn’t prevent these grants from ever being implemented, if does require school board approval for all federal grants and public notification.
Education Policy
⭐ SUPPORT – HB360
This bill will functionally end school-based health clinics by banning prescribing and surgical capabilities in public schools, the main source of income for the third parties that contract with schools. If you were upset by Governor Ayotte’s veto of the bill to ban pornographic material in public schools, then you will be happy to hear that this bill is a second shot and has hopefully addressed the Governor’s technical concerns.
⭐ SUPPORT – SB34
This bill requires explicit parental consent for all Medicaid charges in public schools.

⭐ SUPPORT – HB396
This bill has gotten a lot of media attention because it potentially could make NH the first state to buck the federal government’s USDA slaughtering regulations, allowing for more readily accessible, safe, local meat. WMUR coverage here.
